During road transportation the goods are usually under the driver’s responsibilty which in some situations is being escorted by security guards. However, the risk starts when the cargo reaches the US railway terminals for temporary storage. There, the goods are often susceptible to criminal attempts as train stations are often not as well-secured as other areas, such as airports or cargo terminals.
This makes it easier for thieves to gain access to containers and steal their contents. Containers are often stored in areas that are not well-lit or wellmonitored.
This makes it difficult to see if someone is tampering with a container or stealing its contents. Train stations are often busy and chaotic places. This can create opportunities for thieves to blend in and steal from containers without being noticed.
